Three Suspects Charged in 2016 Murder of 18-Year-Old Allyssa Banks

Three suspects are in custody and charged with the 2016 fatal shooting of Allyssa Banks. They are 20-year-old Thomas Demetrius Jenkins of the 6800 block of Riverdale Road in Riverdale, 23-year-old Daniel Thomas Butler of the 9100 block of Cherry Lane in Laurel and 21-year-old Josue Vasques of the 8100 block of Rycroft Avenue in New Carrollton. PGPD officers arrested Jenkins and Butler this week. A grand jury indicted Vasques on Tuesday. He was already in custody on an unrelated charge.

On October 19th, 2016, at 1:45 am, officers were called to the 10200 block of Prince Place for a shooting. They discovered 18-year-old Banks suffering from gunshot wounds. She died at the hospital. A second victim was also shot. He survived his injuries.

Prince George’s County Police Department Homicide Unit detectives aggressively investigated this case. Through various investigative techniques, detectives identified the suspects who were ultimately charged this week.

The motive is still under investigation, but it is believed that there was an ongoing feud between two local neighborhoods crews. Banks and the surviving shooting victim were innocent and had no involvement in the feud. It appears they were randomly targeted.

“These are completely innocent victims. There was nothing in their conduct, in their behavior, in their relationships that would connect them with the perpetrators of this murder. That speaks to the relentless drive of these investigators to find the perpetrator when you essentially have nothing to start with,” said Chief Hank Stawinski.

Each suspect is charged with first degree murder and related charges. They are in the custody of the Department of Corrections on a no-bond status.

Anyone with information on this case is asked to call the Homicide Unit at 301-772-4925. Callers wishing to remain anonymous may call Crime Solvers at 1-866-411-TIPS (8477), or go online at www.pgcrimesolvers.com, or use the “P3 Tips” mobile app (search “P3 Tips” in the Apple Store or Google Play to download the app onto your mobile device.)

Prince George’s County Police Chief Announces Groundbreaking Department-wide Training on Implicit Bias

Prince George's County Police Chief Hank Stawinski along with Prince George's County Executive Rushern Baker announced an exciting new implicit bias training program in partnership with the University of Maryland that all 1700 sworn members of the PGPD will undergo over several months beginning in March.

The new PGPD training program is in partnership with the University of Maryland's Department of Sociology and the Behavioral and Social Sciences (BSOS) at the University of Maryland, UMD's Institute for Advanced Computer Studies, the MLAW program, and the UMD School of Medicine.
Prince George’s County Executive Rushern Baker said, “Today’s announcement is another example of how we continue to work at better serving the people of Prince George’s County and improving their quality of life.   I have no doubt that this partnership between our police department and the University of Maryland will yield significant benefits and lead to an even stronger relationship between our police department and the communities they serve.  From our Transforming Neighborhoods Initiative to our other efforts to reach out to the community, we are creating innovative ways to police and I believe they are great models that can work almost anywhere in the country.”
Implicit bias encompasses the attitudes, stereotypes, and lenses human beings develop through various experiences in life that can unconsciously affect how they interact with one another.  Implicit bias impacts the decisions people make and the actions they take without realizing what they are doing or why they are doing it.

"The goal of implicit bias training isn't to condemn anyone, it is to make a person aware and if you are aware of your lenses then you can have a thoughtful response instead of a conditioned response,” explained Chief Stawinski.

More than two years ago, Chief Stawinski initiated a plan to take standard police academy training on implicit bias to a new level.  The Chief partnered with University of Maryland Sociology professors Dr. Kris Marsh and Dr. Rashawn Ray who conducted research focused on Prince George's County and it's police department.  That research is the foundation of the new program where PGPD officers will undergo 10 hours of training at the University of Maryland.   A truly innovative dimension of the training is the use of virtual reality technology that will evaluate officers reactions to scenarios they encounter every day.

"What distinguishes this collaboration is that it is based on the results of research conducted in our own community and on information we received from our own officers.   We've taken all of that research and developed a tailored training program that will serve the interests of our officers and our community equally and enhance the public trust," said Chief Stawinski.

New PGPD Police Cadet Program for High School Graduates: Earn While You Learn and Get A Head Start On Your Career

$

Prince George’s County Police Chief Hank Stawinski and Prince George's Community College announced the launch of a brand new inaugural PGPD Police Cadet program.  The PGPD cadet program is unlike any other in the DC Metro area as it will afford selected applicants the opportunity to gain hands-on experience in police work while they earn college credits AND earn a salary with benefits.   The cadets will be granted administrative leave to take classes together as a group at Prince George’s Community College.  Once they complete the 2 ½ year program, cadets must apply to become Prince George’s County Police officers.  The end result will be a more experienced and mature young police officer ready to serve and protect the residents of Prince George’s County.

“At the end of this process we take a young person from our community who is interested in becoming a police officer, we give them gainful employment, and the invaluable opportunity to learn about law enforcement, what it really is - as opposed to what is portrayed on television and the movies - which are two totally different things and they start earning those college credits towards their associate degree before entering the police academy when they turn 21,” explained Chief Stawinski.

Major Terence Sheppard, Commander of the PGPD Training academy said, "There are other cadet programs in this region, but our cadet program is unique in the fact that we are tailoring it for individuals to continue their education.  We are going to be doing things that no other cadet programs in our area are able to do.  Our cadets are going to be doing things like crime scene searches, collecting evidence, and taking fingerprints.  The possibilities are endless.  Our Chief said he didn’t want our cadets sitting around with nothing to do. We want to give them the opportunity to do as much as they possibly can during this 2 ½ year period before they actually enter the academy.”

PGPD cadets will earn about half the credits necessary for their associate degree, and then, once in the police academy, they'll earn the remaining half and graduate from the training academy as Prince George's County Police officers with associate degrees in criminal justice.

“We are so thankful to our thoughtful and tremendous partner in the Prince George's Community College. This is an invaluable collaboration and critical investment in our own community,” said Chief Stawinski.

"Prince George's Community College is honored to partner with the Prince George's County Police Department to offer the Police Cadet Program," said Dr. Yvette Snowden, associate Vice President for Workforce Development and Continuing Education, Prince George's Community College.   "Police officers are critical to our community; and Prince George's Community College will serve as a foundation for providing critical thinking skills required to be a county police officer.  We are thrilled to be a fundamental part in shaping these cadets to be our future leaders in law enforcement."

Anyone between the ages of 17 ½ and 19 ½ with their high school diploma or who expects to graduate high school in May must meet certain criteria in order to be considered for the PGPD cadet program including a 2.5 GPA or better, a background check, physical test, and must possess a valid driver's license.  For the job description, candidate criteria, and application, please click on the link below. The application process is now open.
